Accessibility Statement (German version)
This Digital Accessibility Statement applies to the website published at https://www.starthub-hessen.de/. Hessen Trade & Invest GmbH is responsible for this website.
As a public body within the meaning of Directive (EU) 2016/2102, we strive to make our websites and mobile applications accessible in accordance with the provisions of the Hessian Law on Equality for Persons with Disabilities (HessBGG) and the Hessian Ordinance on Accessible Information Technology (HVBIT) implementing Directive (EU) 2016/2102.
Date of Creation of the Accessibility Statement
This statement was created on April 4, 2025.
Status of Compliance with Requirements
The accessibility requirements are derived from Sections 3(1) through (4) and Section 4 of the HVBIT, which was enacted on the basis of Section 14 of the HessBGG.
Non-Accessible Content
Based on the review, the website https://www.starthub-hessen.de/ is partially compliant with the aforementioned requirements due to the following non-compliances or exceptions.
Incompatibility with the HVBIT
The content listed below is incompatible with Section 3(1) of the HVBIT and is not accessible:
- Difficult navigation for screen reader users, as lists and headings are sometimes not correctly marked up and not all page sections are defined.
- Zoom: At higher zoom levels, text may be cut off.
- Difficulties for screen reader users in some places due to missing or incorrect roles and attributes of elements
- Foreign-language words: English words are not marked with the corresponding attribute.
- The contrast between text and controls and their background does not always meet the minimum requirements
- Missing “Link Purpose” attribution for external links.
- For closed captions, there are no customization options for position, text size, text foreground and background colors, text style, or text font.
- There is no alternative to image-based CAPTCHAs or audio CAPTCHAs.
- In some cases, external websites from third-party providers that are not accessible are embedded via iFrames. StartHub Hessen has no influence over the accessibility of these sites.
Areas such as alternative text for graphics are part of an ongoing process, particularly with regard to revising existing pages.
Disproportionate Burden
The following sections are not designed to be accessible, as doing so would constitute a disproportionate burden pursuant to Section 3(5) of the HVBIT.
Section:
- Provision of all documents as accessible PDFs in the Media Library. Adapting all documents located there is not possible for economic reasons. Newly added documents will be uploaded in an accessible format.
- Error messages resulting from incorrect entries in forms are not read aloud by screen readers.
The StartHub Hessen website is very extensive and comprises approximately 4,700 pages. Currently, two web editors are responsible for maintaining the StartHub Hessen website. Despite great care, training programs, and support from central departments, editorial oversights regarding accessibility in the creation of web content cannot be completely ruled out.
